More victims feared in Coqutilam teacher school sex case
COQUITLAM – A school teacher has been charged with sexual offences against three Grade 3 girls and police are asking that you look at a list of schools where he has taught to make sure your child was not a victim.
“On March 10th the Coquitlam RCMP initiated an investigation into allegations of sexual touching by a Teacher on Call working in School District 43 elementary schools. The investigation was prompted by a call from parents whose daughter reported being touched inappropriately by the substitute teacher for her Grade 3 class,” said Cpl. Bert Paquet.
“The same day investigators discovered that two other girls from the same Grade 3 class had made similar allegations. All three victims were between 7 and 8 years old and all of the alleged incidents happened on school property,” he said.
Police said they notified the school district immediately and sought the teacher’s background and where he’d taught before.
TeacherAleksandr Vladimirovich Plehanov has been suspended from teaching.
He was known to his students as “Mr. P.”
Police arrested him on March 18 at his Burnaby home and they say he has taught at elementary, middle and high schools in District 43 from Jan. 31, 2007 to March 15, 2010.
“Our investigators have reason to believe that there may be more victims and/or witnesses to other incidents involving Mr. Plehanov,” said Paquet.
“We are releasing this information today to further our ongoing criminal investigation by encouraging any other victims or witnesses to contact us and tell us what they know,” he said.
“In particular, we are asking that parents of children who attended elementary, middle and high schools in School District 43 between January 31, 2007 and March 15, 2010 to do the following:
• To find out what schools Mr. Plehanov has taught at, See below list.
• To find out if your child was in one of his classes contact your child’s school directly.
• If you believe your child may have been a victim or a witness to an incident involving Mr. Plehanov, contact our investigators at 604-552-7335.
• Parents looking for information about sex abuse resources can contact our Victim Services Unit at 604-945-1585.
“Mr. Plehanov has been charged with 3 counts each of sexual interference, sexual exploitation and sexual assault for a total of 9 charges,” police said.
He has been slapped with 13 conditions for bail. He is due to appear in court again in June.

His bail conditions are as follows:
Condition 1: You are to keep the peace and be of good behavior.
Condition 2: Report in person to a Bail Supervisor at 2610 Mary Hill Road, Port Coquitlam, BC forthwith and thereafter as and when directed by a Bail Supervisor.
Condition 3: You are to notify the Bail Supervisor of your current residential address and employment and do not change those without prior written notification to the Bail Supervisor and the Coquitlam RCMP.
Condition 4: You are to have no contact directly or indirectly with the three victims.
Condition 5: You shall have no contact or communication directly or indirectly with nor be alone in the presence of any person you know to be or who reasonably appears to be of the age of 14 years or less.
Condition 6: You are not to engage in any employment or volunteer work which may involve direct contact with children of the age of 14 years or under.
Condition 7: You are not to go within 300 meters of any public school ground, daycare centre, swimming pool, play ground, skating rink, community centre or recreational centre or within 100 meters of any public park where persons under the age of 16 are present or might reasonably be expected to be present except with the advance written consent of the Bail Supervisor and the written consent shall be carried on your person at all times.
Condition 8: You must report all intimate relationships with parents or guardians of children under the age of 16 years to your Bail Supervisor.
Condition 9: You are prohibited from possessing any weapons, imitation weapons, firearms or imitation firearms as defined in Section 2 of the Criminal Code of Canada.
Condition 10: You are prohibited from possessing any knives except for the immediate preparation or consumption of food or during the course of lawful employment.
Condition 11: You must carry a copy of your release conditions at all times outside of your residence and produce them upon reasonable demand of a Peace Officer.
Condition 12: You must present yourself in person to any Peace Officer or Bail Supervisor attending your residence to determine compliance with this order.
Condition 13: You may not leave the Province of British Columbia except with the prior written permission of the Bail Supervisor or the Court which written permission shall be carried on your person at all times.
